There's no control over WHERE you lose weight, it's genetics unfortunately. But if you primarily do lower body excercises, more gym-like, you'll develop some muscles there which burn local fat too. But that's the only control you got. If you're really interested in working out, message me, I'm tired of writing huge paragraphs and then being ignored.

Run! Yeah, running helps lose weight in your legs, but you gotta run long distances, just look and the guys that run the long distances races in the Olympics, they're all skinny and have thin legs.
I played soccer for years so I ran 4 days a week for two hours, my legs are really strong but they're skinny.
So run... Forrest, run!!! Hahaha
I really don't get why you want smaller legs or thights, nothing is sexier than grabbing girls legs XD I find big legs extremely sexy, if they are around 55 to 65 centimeters you're totally fine.
You should try running. A guy I know went on a cross country run and his entire body changed in just a few weeks.

Take it from me; my body, mind and soul all got increasingly stronger when I ate more vegetables, ate less grains, had less added sugar, and ate a moderate amount of protein and fruit.
Then you'll have the energy to be more active! ;-)Do dont need to lose weight. But if you want to tone, do lunges
Do ballet, calves, thighs exercises. There are videos on YouTube that show exercises that will make u lose weight there.
You can't spot reduce, you just gotta cut overall and wait till you get desired leg shape
