You do not need to lose any weight, you're actually perfect or even underweight, you're really young and your body needs it's time to grow into things. You body is fine, as long as you remain healthy you're perfect. By the way, nobody's calves stop jiggling. I'm 5'1" and weight 105 lbs and my calves, thighs, butt, arms, and everything jiggles. It's natural, beautiful, and I'm not fat in any way shape or form. When I was younger about 13 or 12 I weighed more than you. I was about 120 lbs and even that was skinny. You don't need to lose a single pound, you already are perfection.

I know exactly what you mean, I was the same way. Honestly I never started wearing shorts until this year and I know now I was being too critical of myself it was so silly. Your body sounds perfect and I'm actually trying to gain a few pounds myself lol. You're beautiful, always remind yourself of that.
hard to tell with just numbers, but I don't think you really need to think of yourself needing to lose too much more weight!! 27" waist is just fine I think, but guys assess based on pix.
But to answer your question, you cannot spot lose weight. You can't eat-this-workout-this-way and lose bodyfat in your calves specifically. You have to lose boyfriend throughout your entire body holistically. Just the way it works. Eat less than your caloric maintenance every day, eat wholesome calories, and cardio/lift weights to do this.
oh and I forgot, target muscle growth to tone your calves if you want. With lunges and standing & seated calf raises.

Just do something active that you like. That's really it; the big key to success. Do you like riding bikes? If so ride the heck out of them. Like walking? Walk everywhere all the time. Anything that's active and that you enjoy will help you to lose weight.
Me personally; I hate sweating but I do enjoy swimming quite a lot. For me that's the perfect way to stay in shape. No sweat (or you don't notice it in water anyway) and you get a full body workout.
