Is it possible to get a flat stomach with minor exercise?

I'm basically wheel chair bound, so I can't do a lot of exercise. I can do small amounts of movement and walking, but I'm not supposed to. My bmr is 1360 and the #of calories I need to consume to maintain is 1632. I'm a thin guy, but I have a little bit of extra weight on my lower stomach and I want to get rid of it to feel more confident and comfortable. I can get away with doing 1/2 hr of low impact jazzercise and maybe an hr of walking every day if my knees don't give way (they often do, it's a matter of seeing how weak they are on a given day on how capable I am of standing let alone anything else, thus the wheelchair needs) I'm raw till 4 vegan and the densest meal I eat is a 1/2 a cup Scottish porridge with a tablespoon of apple butter as a meal or 2-4 oz of low fat gluten free pasta wth a little siracha and no oil as a meal, but it's always one or the other per day. With what I've described, does it seem at all possible I could lose weight, and at all possible that alone could be good enough to eventually get rid of the small amount of fat I've stored on my lower stomach? It just feels kinda impossible, so I wanted to ask others who probably know a bit/a lot more than me what they think. Hopefully someone will know what they're talking about and respond.
