Can you loose weight and build muscles at the same time?

I lost 22 pounds and I want to loose another 18,5 pounds. I 'm interested in getting more toned as well. I want to loose weight and get toned all over, not in a specific area.

Can you do it both? Or loose weight first and build muscles later?

I already go for running 3 times per week, shall I start doing exercises to strengthen my body and lifting weights, or shall I wait until I 'm done loosing weight?
