Basically, I want to lose weight in my arms and tone them. I don't really want big arms with muscle, just sleak and toned. I have a curl bar with two fives pounds and two ten pounds, will just using five points on each get the desired arms I want?
There's no such thing as targeted fat loss. You can change your diet and exercise to reduce your body fat percentage. You can exercise to add muscle to specific areas of your body.
It depends on what sort of look you're going for.

Lots of reps with small weights on Dumbbells but you'll still need to take something to lose body fat too
