While working out, you inevitably work your muscles so while losing fat you also work your muscles, it just really depends how much (because of the type of workout you are performing). Combining cardio workouts (running, aerobics etc) with fitness and weightlifting should help build muscle whilst also losing fat. Also protein helps, but I suggest white meat (not red like beef or pork) or fish , or from vegetables, eggs, protein shakes etc. But that doesn't mean you should cut other types of nutrients like good fats, sugar etc

There's a reason why "cut" and "bulk" are words. And why there isn't a word that means both, at the same time.
The normal conversion is that fat helps build muscle by in effect being used as building blocks. So yes. That isn't just possible but it is how it works.
Also the main reason that "fat" people can gain immense results very quickly in terms of muscle mass.
Eat lots of vegetables and proteins , then due some cardio and weightlifting

Naturally you either bulk or cut. Take your pick and stick to it until you feel like you should switch phases
