Probably. The ideal rep range to build muscle mass is 8-10, although the muscles of the arms tend to respond more to slightly heavier weights so perhaps it's better to go even heavier. Any higher and you'll build less mass and it becomes more of an endurance exercise. There are other things you can do to build the arms too such as handstand pushups against a wall and pushups for the triceps, close grip chin ups for the biceps. You should work on your whole body, it's not good having good arms when you have no muscle anywhere else.

Here's what I do for arms
10 or 15 arms together straight up 3x10 (sets x reps)
10 or 15 out 3x10
5lb plate arm circles forward and backward
35 or 45 plate. Lift to 90 deg. 3x10
35 or 45 plate. Start 90 deg to straight up and back down to 90 and bring to chest 3x10
Curls. 25 bar +10-15lbs each side. Then count down from 1x10, 1x9, 1x8... 1x1
10lbs running motion 3x15 90 deg arms fill pumps
3x15 diamond pushups

use weights that you can handle and then gradually work your way up from there. Don't use weights that are too easy, challenge yourself

Do 4 sets of 10. If by the 4th set you BARELY finished, keep doing that weight until you don't struggle that much to finish, then upgrade weight +5LBS or maybe +10LBS and keep going.
You get big by lifting heavy weights that you can do for about 8-10 reps. If you can lift 20lbs more than 8-10 reps, you need to life heavier.
You at least should start with 35 pound dumbells if you want to gain anything because 20 pounds is basically cardio
