The answer seems to be: yes, cis women are physically weaker than cis men, but by an impact of numbers like 10% and 25% - not *enormously*, really, all things considered. But true.

The average male is stronger than the average female. With that, the above-average female can definitely be stronger than the average male. A male at full potential will always be stronger than a female at full potential due to biological differences.
Yes, that's the general rule. Average man tends to be taller and stronger than the average female. However, at an individual level, some females may be or may become more strong than particular males.
While men may be naturally stronger, the wild females are generally found roaming in packs, waiting to pounce on a poor unsuspecting attractive male.
In general of course, I don't know about you but my school had it where girls did about half the pushups we did for fitness tests etc.

with a lot of women doing physical activity these days and a lot of guys sitting at home or idle... I think women are only SLIGHTLY weaker than men on an average
