Regarding possible causes, there is quite a range of possibilities. I doubt it would be masturbation-related, but it could be caused by changes in shampoo or diet changes. In winter time, skin dries up more too. If it was itchy and you scratched/rubbed it, that would also cause it to rash up. My guess is that the rash was caused by dry skin in any case.
I would suggest two things: a change in diet, and lotion. As far as I know, greasy foods (among other things) can cause dry skin over time. It’s a pretty easy google search to find foods to incorporate that can help:

Regarding lotion, there are tons of options. They’re all pretty similar— you can get them likely at your local grocery store or Target/Walmart/CVS. They have ones for the face and ones for the body.
If this persists after a couple weeks of attempting treatment or it seemingly worsens, then I would go see the doctor. They can likely give you stronger stuff or can direct you further.
I had a similar problem, mine is called psoriasis..It happens in dry climates. I've tried many things but the best thing that helped my psoriasis problem was Frankincense oili mixed with a carrier oil like coconut oil...Put 3-4 drops of frankincense oil in a tea spoon full of coconut oil and apply it on your skin with a cotton pad, twice daily. In couple of days you'll see the difference.
Actually this is Seborrheic Dermatitis. My husband has it and he has red hair and very fair skin. He flares really bad in the Winter. He loves the heat so he gets in the car with the heat blarring full blast and that doesn't help. I was his face twice a week during the flare with Sebex. In the U. S. I can buy it at a non chain pharmacy but it can also be bought online relatively cheap from Amazon. You do not need a prescription. It works really well. After I was his face I apply a gentle moisturizer. Best wishes.

I'm not a doctor but if you are 100% certain the problem is dandruff and not a skin problem - try putting head and shoulders shampoo on your eyebrows the next time you are in the shower. Ask a dermatologist or doctor before you do it though - I don't want to give you faulty advice.

I sometime have this and it takes some extreme measures to keep in check. This is what I found works best and have been pretty clean for quite a long time.
A strong medicated anti dandruff shampoo with salicylic acid. It will sting like a bitch.
Sometime I wash my face with H&S also
After that I use some Ethyl alcohol based stuff directly on the spots for me it's Purell Hand Sanitizer with Aloe. This will burn like hell and make you piss yourself.
Everything any dermatologist gave made this shit worse.
Make sure that you don't shower too often, or have the temperature too high, as both can damage your natural bodily oils. Also, when drying off, avoid being too rough with your skin, as it can have the same effect.
Have you tried exfoliating regularly? Do you drink enough water on a day to day basis? How's your diet?
Could be seborrhea?
I live in a very cold climate though.
I would stop having hot baths and hot showers.
I use a shampoo called Nizoral.
It healed my scalp anyway.
If you have it on your scalp try not to scratch. The hair can come out and might not grow back.
I hope you get it healed up.
Good luck to you.
Diet and hygiene play a large role. Also making sure your body is healthy. It could be the soap your using or not washing enough. It could be that you need to mosturize. It’s a tough position to be in because it takes time to heal and you want it gone immediately. Don’t worry though, just try and be proactive with what your eating and how hygienic you are everyday.
I don't know about this one talk to your doc. if it werent for all that redness i would say just try skin put on some moisturizer but you need some cleanser and a whole skin care routine but talk to you doc for this
Good hygiene prevents it.
But once you got it, you need to see a dermatologist for a cream to cure it.
Dandruff is a type of fungus. That is caused by excessive oil accumulation combined with dead skin cells.
Try an antifungal like terbinafine cream. It might be seborrheic dermatitis. I've had issues similar to this.
Wash your face daily with a soup that has high base , get a soup that's made from olives , they greatly help against those problems
Try talking with your doctor...
Looks more like eczema.
