Can a person get all the protein their body needs just by eating food?

I mean like if a person depends only on the food to get all the protein requirements and not depend on protein supplements. Or is important to complement the food, with extra protein supplements or not necessary? When I mean protein supplements I meant protein powders.

Let me give you an example, a person who lets say eats well and they do work out but they are not becomign body builders or weight lifters, they just work out like any common ordinary person so that person eat theri protein from natural food (meats, and other kind of food) but the person do not consume extra protein supplements. Does that person need some extra protein boost or not?
