How long does it take to see some progress in muscle growth?

I had no experience lifting weights until 3 months ago and I am currently able to use 60 lbs with Barbell and 50 lbs with Dumbbells. (Chest Dumbbell press - 35 in each arm, Barbell for some reason I can only lift 40lbs)

For arms though I have to drop 5 lbs compared to Barbells while using Dumbbells.

I am doing a 3 day full body routine per week as I won't be able to go to the gym regularly.

I have fat only around my abdomen and the rest of my body looks normal no fat no muscle either. I know losing my bell fat will take a lot more effort than what I am currently able to put in but I don't understand after 3 months I still don't see any kind of muscle growth in other parts of my body.

My food intake is at 1700 calories recommended for my height and weight was 2100 calories so I chose 400 calories as deficit and my Net carbs and protein intake is 178-190g, fat is 38-40g (40% carbs, 40% protein & 20% fat).

Does it usually take longer if I am using lower weights? Previously I used people and was doing 5 sets x 8 reps but after 2 months I've switched to a full body workout and increased weights by 5 lbs on each side and only doing 5 sets x 5 reps now.

Or do full body workouts take longer to see progress?

Or do I need to increase the weights but keep doing a full body workout?

Or switch to people and increase weights? (I can only go to the gym 3 days a week)
Stick to full body workout but increase weights
Beginners should use SPLITS before going to full body workout
