If I were you, I'd do some low volume pushup work. I'd go on my knees & do many sets of above 20 but under 30 reps worth of pushups with enough intensity so that it's not too easy but also not too difficult.

Change stances and forms. There are a lot of varying ways to do a push up. If 25 is your max set do 10 sets of 5 with rest in-between sets. Move slowly and smoothly with good form form.
Many pushups is endurance, not strength. Endurance is dictated by your muscle composition. You can try to do weighted pushups.
