No and no. Your boobs, like your butt, are mostly blobs of fat.
And you can't target fat reduction. It happens all over the body.
You might think you're losing it mostly in your boobs and butt, but you're not really. It's just that you can't really see the reduction over the rest of your body, because the rest of your body isn't a basically large ball of fat. (The way your breasts are)

No. Fat is stored all over your body, and when lost, will be lost proportionately everywhere. There's nothing you can do to stop it from happening.
You can focus on exercising your glutes, and that will probably build up the muscles in your butt, in turn providing it with more shape and definition, but there's nothing you can do to target specific areas for fat loss.
You can't chose where to lose/keep fat. You can build muscle underneath the fat, but it won't give them the full appearance that I'm assuming you want. You can run up and down hills (at an incline on the treadmill), do squats, etc. to shape your butt but your chest area there's not much you can do.
good question! I have the SAME problem.. I had to gain 30 pounds on the depo shot just to get a butt... now that I want to lose the weight I don't wanna lose it :( I will be watching this post :) thanks for posting and good luck

Isolate the area you want to lose fat in, if that's your waist do a lot of ab exercises before and after cardio. Those areas will shed the fat first.
Also it would help if you listed weather you have a routine or are just dieting? Tweaking the routine can shape different areas.
Building muscle will add shape to the muscles underneath the fat, which lifts them enough to make them look perkier and fuller. But it probably won't make up for the amount they lose from losing 40 lbs.
If you want to keep your shape, lift weights and build lean muscle mass.
Naturally, if you burn fat you're gonna lose that mass.
