As you get older, your hormones are going to keep acting on you and continualy prepare your body for reporduction, so its possible to see some weight gain.
You can't work out one area specifically and not anything else and expect to see results. If you did a 1000 sit ups a day but never worked out anything else, its not going to get you six pack abs. Fat is fat and it must be burned with a full body workout every week in the gym.
I personally don't think you should be freaking out like you are. A small layer of chub is cute and you're 102 lbs! In all seriiousness, don't worry about it. You say out don't really eat that much anyways. Your stomach is just a place where fat is stored. Don't worry, you're still perfectely fine! If anything, just start going to the gym for your overall health, don't stress about your "chub".

You can't spot reduce, meaning you can't do 1000 crunches and expect your tummy to go away. The best you can do is eat slightly less and work harder.
Drink more water, less pop/soda/caffeine. If you absolutely need caffeine, drink unsweetened green tea if you can.

Try cutting out added sugars and processed foods and focus on eating more fruits, veggies and whole grains.
Do high intensity cardio paired with some weight training.
Keep in mind too that your body is going ot be changing and the way you put weight on is different and is going to change.
