Body fat can't be dropped in one area and not another. It also tends to first come off the last place it grew. So if you woke up with a badonkadonk a few weeks back, and now are cutting weight, you're probably going to lose the junk in the trunk first. Then the other areas. Let's hope you were a skinny girl when your breasts began growing... ha ha (in a big-brotherly, you're too young tone).

well, you could try repetitive deep seated squats or go through the Brazilian butt lift exercises- there should be some videos of it on YouTube.
i find that long distance running on flat grounds makes your bottoms sag. try running up hilly terrains- really helps...
Despite what some people may tell you, you can't control where the weight comes off. The only thing you can do is exercises that tone your butt and build muscle. you can still have a big but it will just be muscle instead of fat.
