What is the ideal rate of weight loss? And how long to see noticeable results?

How much weight loss (in lbs) is a healthy and permanent way to lose weight? I've heard 10 lbs, but that seems a bit too much...

I know it all depends on the starting weight as well.

I am about 5'6 and 148 lbs and am trying to desperately lose 20 more lbs.

Also, girls who are currently dieting, at what point in time do you feel that you are seeing noticeable results? After a month? 6 months?
