What would be best for a quick morning workout routine?

I'm going to be 21 this fall, I'm 5'11" and very close to 300 pounds. I have a shoulder/arm birth injury, and it keeps me from doing a lot of intense exercise, due do poor circulation, limited range of motion, and weakness in my right arm.

Because of this I've struggled with my weight my entire life, and now that I'm at my heaviest ever, it's gotten to the point where I need to get it under control and finally get healthy and stay that way.

My issue is this, my injury makes it hard to do any decent amount cardio, anytime I've tried to go for the traditional half hour cardio and half hour weight training routine I end up with severe pain in my arm, even if I only use a five-ten pound weight and light cardio (like a fast walk). I've tried every 'diet pill' and more diets than I can count, and nothing has been effective except for when I workout 7 days a week, which causes me severe pain. Every time I do any kind of cardio, my arm and hand swells and once the swelling is gone, it's unbearably painful. I've talked to my doctor and he says it's normal because of the circulation and just to slow down, but no matter how slow I take it eventually it starts to swell and hurt.

Is there any routine that is easy on the shoulders and does not include too much cardio while still being effective? Nothing I've tried has worked and I'm sick of being so big and unhealthy. I don't need fast, just effective and relatively painless.
