Abdominal exercises (crunches, sit ups etc) will just build up the muscles under the fat, you won't see any results like that.
My advice is cardio exercises alongside a good diet. To lose any weight in your body you have to create a calorie deficit. Which means you have take in less calories than your body needs. Women's average calorie maintenance is around 1940 a day. So you essentially have to eat less calories than that daily. I would aim for around 1500 calories a day. Then you need a good diet, fruit, meat, fish, vegetables, salads, complex carbs, (still try and eat less carbs than you normally would). If you're not a water fan then try and stick to low/no sugar alternatives that don't contain loads of carbs.
Also dieting doesn't mean starving yourself because that doesn't work in the long term,

Can't see crap in that photo.
If you have fat, you need to run a caloric deficit. True 'stubborn body fat' is stuff that's hanging on when your body fat is quite low. Like for men, its going from a 4 pack to a 6 pack - that's the 'stubborn body fat'. Getting the first abs visible is just damn hard but hasn't hit the 'stubborn' fat, typically.
There are some strategies for mobilizing that fat, but are you sure you're at that point?
Also note that it takes time for your skin to tighten up after losing weight.
The last place where your body will want to lose fat is the place where it naturally stores the most fat. Even though that may sound bad, the good news about this is that you don't necessarily need to do spot reducing exercises, like crunches, to get the result. But it helps.
I would focus more on diet and incorporating high intensity cardio 3x/week into your workouts along with any resistance training you currently do. Eat more dark leafy green veggies, lean meats (particularly salmon), nuts, and fresh fruit. Cut back on refined carbs and sugary drinks. If you don't like plain water, try coconut water or water infused with lemon, mint, or cucumber as alternatives.
the fat cells in the stomach are different to those in the lower body. the fat cells in the stomach are insulin resistant. basically meaning if you have a low sugar diet you will notice that you drastically reduce belly fat. so if you are a woman who struggles with upperbody fat more than lower body fat you need to focus more on your diet than exercise. if you are eating a lot of processed carbs, or foods that are high in sugar even if you exercise you will lose weight but you will just lose it from your lower body instead of where you want it to. you really need to focus on low sugar and healthy carbs.

Weighted hula-hoops, don't mock it. Honestly works a charm, I also lost a lot of weight at the beginning of the year, after doing 30min of hula-hooping a day for only a week! my stomach became really toned and my 'pouch' was practically gone! So I kept up hula-hooping until it left, when ever its about to come back after a bing weekend I grab the hoops lol
Just cut down on the amount of fat in your diet.
Btw I saw your picture in the link, you look great congratulations on losing weight! How did you loose weight? (Congrats!)
I"m sorry, but other than those exercises you only have gym or lipo..I do squats, leg lifts and lunges. Usually 3 sets of 25 repetitions and then just walk 3 miles 3 days a week.
It would by continuous ab exercise.
