The only logical explanation is only apply able if you have been working out as well.
When you work out, you will burn fat but and muscles will grow bigger and since muscles are much more dense then fat (which is basically water) you'll gain weight while looking better.
I'm for example heavier then allot of "fat" people but still am in shape.
Muscle mass is much much heavier then fat.
If you haven't been working out and only been dieting there's no real reason I can think of.

it means your doing it right, Muscle weighs more than Fat, but takes up less space, so you can gain weight, but still get slimmed down.
well it could be distributed to some where else other than the waist I would imagine. perhaps a gain of muscle? if so, that is a good thing. gaining muslce is better than gaining fat. that's one explanation
