For starters, I feel the need to say that 118 is a very healthy weight for 5'9", not sure why you're trying to lose, it sounds like you'd look anorexic if you lost anymore weight. If you have trouble areas but other areas are already the ideal size, you need to do spot exercises so that you only burn off the fat in the trouble areas.
Your problem, believe it or not, is that you're not eating enough. Doctors recommend no less than 1200 calories a day for a reason, if you eat less than that your body thinks it's starving and slows your metabolic rate in order to keep itself from starving to death, it's a sort of built in safety feature to keep you alive longer without eating. If you really want to lose, up your calories to at least 1200, but preferably 1400, and exercise daily in the morning instead of every other day. I personally lost 55 pounds in 4 months by eating 1400 calories a day and exercising an hour each day.

1) do not, I repeat, do not decrease your food intake..
2) eat raw vegetables when hungry(cabbage preferred), even tomatoes are fine.
3) no matter what anyone tells you, don't eat lot of fruits, fruits contains fructose, a sugar in high concentrations
4) eat only citric fruits (orange, sweet lime or lemon) when you want fruits.. citric acid keeps the fatty acids dissolved in blood and prevent their absorption into body cells, thus a relatively high quantity of fats might get excreted through urine with the acid.
5) try to bath with cold water at least once a day.. afternoon times are okay if its cold in your country
6) and most common, drink water or have fibry foods like carrot or raddish half the time you feel hungry..
ITS NOT JUST FATTY FOODS YOU WANT TO STAY AWAY FROM, ITS FATTY AND STARCHY. AND OFCOURSE, EXERCISE.
