No, it's not just about diet. Don't listen to people that say that, you need cardio work. Luckily, there are plenty of ways to do cardio work without using the legs at all. Lift weights and use every machine available at your gym. The key here: light weight, and high reps. Do at least 15 reps for every set. Weight loss is mainly about what you eat.
How overweight are you? Do you have problems with specific joints or were these two separate injuries?
Have you seen a doctor about these recurring injuries? Watch your calorie intake very closely. Keep a food journal and eat clean, whole foods. Have you tried a stationary bike? That is low impact.
SWIM! It is great exercise and you aren't going to hurt yourself.

Try to eat more veggies they are healthy for you and also gives you more calories so you don't have to eat so much
diet. Try taping your foot or ankle. I do that for an old foot injury and it works well.
