The closer you are to the ring, the colder you will be. So, keep that in mind when preparing what you wanna wear. I'm not sure what the tampa bay lightning tickets are like, but since it's a NHL team you're probably in the upper deck if you don't wanna break 50. The sides are the best. I prefer about 12-14 rows up from the ice. It's a good advantage point. Not too close where you have to turn your head all the way to the side to see all the action or too far away either. Plus you don't have to worry about having a bad point from behind the nets. 20 bucks or so if you're in the blue section. (300 level)

Not the best seats, but the cheapest seats.
Most NHL arena's hold around 20,000 people. I've been to many Redwings and GR Griffin hockey games. The games go by a million times faster in person than they do on TV So, make sure you enjoy every second that you're there.
300's are at the very top.

200's are the second deck, and 100's are the 1st deck.
Definitely on the side. Behind the nets is a bit of a pain as there are large safety nets above the glass. Depending on your vision and your comfort with heights, the seats at the top aren't that bad and they give you a great overview. However it does look a bit like a video game then.
So I would recommend anything on the side and you probably want to be half between the first row and the last in the lower deck. Enjoy your first hockey game!

Whatever you do,don't sit in the nosebleed section. We made the mistake of getting tix in the nosebleed section because they were cheap and it was so high up you could barely even see the TV screen the players were on and they looked like tiny little toys out there on the actual ice. And I also felt dizzy way up there and anxious it felt like we were swaying. And to top it off I was pregnant at the time so climbing the stairs (there was no elevators ) took about 20 min for me and I almost had a few heart attacks in the process lol. Try to sit as low as possible 50 bucks should be a bit of a decent seat :)
You can probably get a decent seat for $50, but it depends on the kind of hockey (minor league vs. NHL) and also the team. Try to get a seat around centre ice somewhere, that way you'll be able to see the whole game. The seats at the end zones suck.

I've sat all over hockey rinks, depending on where I could get tickets.
I like to sit a little bit further up. The closer you are to the glass the less you get to see in front of the boards. I also prefer to sit on or close to the redline.
Your link is a little hard to read. I would hope that tickets in the pink section just above the 201 & 216 level would be good. If not try the corners BUT on the side the Lightning shoot twice. I have a feeling they shoot twice on the club side because there are so many club seats there, so that probably won't work. I'd then look for tickets (again just above) 218 to club 11 or any of those 4 corners.
I prefer not to sit behind the goal as the netting hinders my view a little.

Upper Level 1st few rows and behind the net is good..I used to be a Dallas Stars Season ticket holder and the seats were $22
Sitting closer to center ice (i.e. the side) is considered better.
Hockey arenas are not as big as say football or baseball stadiums. Sitting up close is cool, but sitting up a little higher actually lets you see the flow of the game well.
@update: yes it is, truly.
My preference is somewhere in the middle, about 10 rows back.
Also good is on the end behind a goalie about 10 rows back.
Minor league hockey? Buy the cheapest ticket and walk down to the best seat you can after the game starts. either side of the rink is fine.
Looks like the cheapest ticket is about $50 in the center, upper level.. So that's where you're sitting ;)
