I'm not heavy, I'm on the thinner side, so that's not the issue. I work out a decent bit , my legs are pretty toned, just my calves don't have much definition. They aren't huge or cankle like... they just don't show a nice defined ankle like i wish I had. Other than wearing heels all the time, can I help fix it?
No you can't. That, my dear, is purely genetic.
It's like trying to work out your forearms and hand region so that it narrows when they connect at the wrist... it doesn't work that way. Exercising the calf muscles may also create an appearance of a tapering at the ankles but I'm not sure that's what you mean by you wanting a "defined ankle."

You are comparing your calves and ankles without heels to how models look wearing heels, aren't you.
You can't define your ankles, but you can tone your calves. All you have to do is stand on your toes, then back on your entire foot etc.
