The BEST thing is not to shave at all. Waxing is best if you must remove hair, but painful and expensive.
Exfoliating before you shave is smart. Do a salt scrub the day before you shave to remove any dead skin.
A lot of people prefer to shave with coconut oil or conditioner over shaving cream you have to find what your skin likes best.
Always moisturize right after you shave. I find that the best thing is aloe vera gel followed by an oil (coconut, olive, avocado, and sweet almond are all nice) or a lotion, but make sure the lotion doesn't have anything that's going to clog your pores in it (no mineral oil, nothing that ends in "cone", no petroleum jelly, none of that crap). It's important to follow the aloe vera with an oil because aloe vera on it's own while is very moisturizing doesn't last very long and the oil helps to seal that moisture in.
Then again shaving just isn't for some people. Waxing may be better for you or maybe Nair even though it's terrible for skin.

Exfoliating every day with a loofah helps. There are some products such as No-bump that can be bought in chain pharmacies that contain salicyclic acid and help minimize bumps.
My sure cure for ingrowns... laser hair removal.
I use an electric hair buzzer. Works very well. I get an occasional ingrown hair here and there. But a warm wash cloth helps soothe that a little.
