Are dog owners ultimately selfish and self-centred?

I've lost count of the number of times I've seen someone walking their dog without a leash, even though there are signs nearby that specifically state that dogs must be on a leash at all times. When I point out to the irresponsible twerps that the dog may attack someone or run out onto the road and get squashed, they think it's a big joke. In certain parts of Australia, many councils have introduced fines for people who don't clean up after their dog poops on the grass. Most people obey this, because they don't want to be fined, but it says a lot that laws like that had to be introduced in the first place.

Cats rule! Dogs are needy and unclean anyway. Who needs them?
