He likes to show off his arm muscles a lot or sometimes his abs. He's even sent pictures to a female friend who he used to hooked up with, is that crossing the line?

I've bever understood this. Men who gain mass just to impress females. Don't get me wrong muscle looks awesome and I sort of understand posting pictures on Twitter, Facebook, Instgram etc but sending pictures to a another female is out of line in my books.

yes it's wrong. it means he craves attention and that is generally a big problem in a relationship, especially when he seeks attention of the opposite sex from people other than you.

Of course. If he wants to do all that, maybe he should stay single. I'm sure he wouldn't like it either if you were showing off your body to other guys and sending pics to past lovers. He's way over the line.
