A meme is typically a picture that is "repurposed" by adding some kind of caption to it - and popular/viral memes will have many different captions using the same picture, and not always based around the original meme's theme.

A GIF is a file container that can hold either a single still image or a "stack" of images to create an animation. GIFs are among the earliest photo formats and the earliest common format that used compression to reduce the size of the file. They are also limited to a maximum of 256 colors. They largely would have gone away long ago except for their ability to be used as animated photos, which has made them popular for internet use for many years past their usefulness in most other ways.

Technically, you can use the GIF format as a meme, or a plain still photo, but largely GIFs are used for short animations, because other formats are better for other things.

Gifs were originally created to animate pictures, i used to create them in the late 90s from movie clips, they were mostly used as movies would never load on any ones machine due to band width

a meme is just a silly internet thing, they been around almost as long, some where along the line the two mingled

Meme - using images containing people from film or event.. and adding new funny or serious comments over it.. to make it funny or spread some message...

Gif - its picture with animation... but not a video.

A gif is a short animation which repeats.

A meme is an idea or concept passing through the world.

A gif can be a meme, so can a picture, a slogan or behaviour.

If you take the "I'll hold you at Fun Point" picture, on it's own, it is just a picture but with thousands of similar images sharing the slogan it becomes a meme.

Gifs are usually animated pictures, like the ones you posted above, while memes are pictures with either a statement or joke added onto it, like so.

Memes uses words to describe what's happening in the image usually and gifs move for a few seconds to showcase attention to the image. At least I think that's the difference.
