I would see it as if you can't drive in your 20's its odd. Dont get me wrong i didn't learn to drive until i was 21, That was due to circumstances beyond my control. Foster care doesn't exactly permit you to drive.

I guess it really depends on if there is public transportation in his/her area.
I think it depends on the situation. I work with someone who doesn't drive. They walk home. I don't want to pry into their business.

I am about to turn 40, and I cannot drive because of a medical condition. Maybe, They can't drive for the same reason / reasons.
I was born in New York City and there are people that don't drive there. It would depend on the situation.
It depends on the persons health. Some people are writen out from driving because of health.

Honestly, If the can get around with public transportation, no. It's not.
