How normal is it to not look at anyones face in public situations?

Whenever I’m in public or walking around I tend not to look at anyones face if there’s no form of communication going on. I look everywhere else but peoples faces even in a classroom setting. I know a lot of people are more observant and look around, but I get anxious and not look at all because I fear people will think I’m watching them? How would this look in another person’s view?

I think that’s more normal for women than for men, and probably not all that unusual. Aside from people in service industries, very few women make direct eye contact with me, and only about half of all men. If a man does, he’s usually 30ish or older.
