I feel like I'm failing my puppy?

I feel like I'm failing him and being an awful trainer.

I have a 5 month old labradoodle, he's very high energy and is a sweet playful dog.

The real issue now is he is biting and nipping at especially me. I've tried turning around but he nips at my butt, he thinks he's playing. And outside he gets the zoomies and comes after me like a rag doll. Biting my arm, and I turn around he bites wherever he can get. I try to immediately pick him up to take him inside for a time out but I feel like that only works if it's right after the incident. I can't run inside with a 35 lbs dog trying to get him into the bathroom.

I've tried shaking pennies in a can, but he thinks it's his play toy.
I take him out on 15-20 minute walks in the morning, and I have him come back and go up and down the steps till he's "kinda" tired out. Sometimes it doesn't make it to the 20 minute mark because he isn't fully vaccinated so I'm very careful and limited till he is.
I've tried reverse time outs, but I have to run into the bathroom and I feel like I'm being chased.

I tried the shaking collar method, doesn't work. I tried holding him at my side for a submissive method but it doesn't work, or I grab onto his collar and have him sit. Doesn't work. I tried clapping.

He is in the middle of teething, and It's been bad. His jumping, biting... I'm afraid he's going to do this to a kid someday and it could end badly.
I try to substitute a toy but he wants my hands. I just hope it's not too late, I want a well behaved dog. My hands are bitten up and bruised.
When I first got him he was doing it as a 2 month old, I probably shouldn't have done this but I used a squirt bottle a few times on him. And now he looks at the bottle and runs away. Some lady told me since he's a doodle that probably wouldn't be a good idea since he's going to get groomed, make him scared of water? but he's a straight hair labradoodle and sheds like crazy.
I've taught him to sit, lay down and shake.

I am going to be contacting some places for obedience training, this is my first time owning a puppy. I've tried YouTube videos, I've really tried everything. He's out of control, and I'm so ashamed. I want a well behaved dog.

I took my dog to the vet, and it was embarrassing of how he acted. Was taking stuff off the shelves, jumped up and took my paper and ripped it. It's kinda funny but it was embarrassing at the time.
