What's the difference between being a bae or an actual relationship?

I hear many people calling each other bae, which means "boyfriend" or "girlfriend", and they're mostly just friends or best friends. But why do people call each other that even though they're not actually boyfriend or girlfriend? Is it for best friends between boy or girl, or what? I'm confused.

For friends, bae is just like saying babe in a cute friendship type of way. At least where I'm from. We don't call our bfs/gfs bae but we call good friends that, in a slightly flirty more fun way.
