What does my "One and only" mean?

If a boyfriend/ partner/ better half says that to you... what does that mean?

My new boyfriend said that to me but we haven't said I love you yet to each other... I guess he is getting there by saying my one and only?

You're not far off. It means you are special to him in every way, but the word "love" probably carries some extra weight he's not yet ready to unload. Be patient, you have no competition whatsoever.

It is basically I love you with out saying "I love you"

One and only means there is no one else and probably will never be. The I love you isn't far off the mark.
