Why is my boyfriend a party pooper?

It goes like this... I work the closing shifts on the weekends and sometimes after I'm done my friends want all the couples to get together and hangout. Sometimes I just want to go out and hangout with him. I usually just go to his house after work so when I do ask its not often and its usually a random spur of the moment thing. So I ask and he makes excuses of why he doesn't want to go out and tells me he will go next time and I should go have fun without him. I don't usually end up going bc the weekends after work for now are really the only time I get to see him. Most the time when my friends ask or I want to go out I don't even say anything to him or I just tell them no bc I know he will say he won't want to go. His excuses are usually I don't feel good, I'm tired, I just don't want to. its funny though bc if I tell one of my friends that lives in town (he lives a few towns away) that we should grab lunch before I go to work or go to the mall or something before work he's always like I wish that was me going with you or I wish I was able to go. Like i said before though when we are sble to go out he makes excuses so i just dont know what to do. The other problem is right now he doesn't have a car so I couldn't drive there pick him up, go hangout and still have time to bring him home and get to work on time. So that's why half the time I don't tell him when I'm going to do anything during the day or why I don't invite him and my friends that want to hangout after work I just tell them no I can't hangout or no he doesn't want to hangout tonight. Am I doing anything wrong? How do I fix this?
