Its his birthday soon but we’re on quarantine. what do I do?

I have been talking to this guy for four and a half months already. Its been great, we’re taking eachother seriously and to be honest I do see him as my potential partner, considering I've never had one. Anyways, I have a gift for him but I cannot give it to him until quarantine is over. I wrote him a paragraph to send to him on his birthday, basically saying how much i miss him and that I can't wait till i see him and i can't stop thinking about him and how im so grateful he's in my life and that all his wishes come true. i really want to say i love you but we haven't confessed that yet, weve only said i miss you and flirted a lot. I think its better to say it through the phone or to him in person if its gonna be the first time I say it, or even through a physical letter. what do you suggest i do? and what else should i do for his birthday considering i can't see him.
ps : i got him a hat a matching pin to mine i drew him his favorite characters and i want to giv him more but you have any ideas? he loves anime, and he swims
