Why would a guy invite me somewhere and get with another girl?

So I hung out with this guy and some of his friends and I brought one of my friends. I had a lot of fun they were really nice and chill and the guy who invited me it was REALLYYY HOT! Everything was good and he asked me if I wanted to hang again I said sure but ultimately I had to reschedule to hang out with him the next day. He waits all day to ask me to hang and finally he hit me up on snap and I don’t respond for around an hour. In that time frame he calls me and is spamming me in the chat. I told him I could come but I wouldn’t be able to bring a friend because all my friends were busy he was really persistent and still wanted me there and assured me that would be fine because they the other girls and I wouldn’t be the only one. Making it seem as if he wanted me there and he would be with me the night. well I got there and changed into my swimsuit went out to The hot tub just for him to be sitting next to another girl and guy so I sat across from him and he literally paid zero attention to me. He was talking to this other girl the entire time and putting his arm around it and it was really awkward (also I’m not trying to be a bitch but I am so much hotter than her) I left around 20 minutes later and I told his friends tell him I say goodbye and right before I left he tried apologizing but but he couldn’t even fully apologize he said “I’m sorry that I invited you and you know didn’t—“ I almost said that it was fine but then I just said and I’ll see you around I am just so confused! why he would invite me if he didn’t even pay any attention to me and was trying to get with another girl
