Does this guy just not have time for me or does he not like me?

i asked this guy in my class for his snapchat a while ago and he said yes and thag he thought i was cute too and we were talking for a couple weeks and everything was going well but we couldnt really make plans because he's trying to work on getting his school stuff done and he has work so i understand not really having time. a couple weeks in he sent me this message saying how he doesn't think he's ready for a relationship and all this other stuff like how he doesn't think his feelings are what they should be blah blah blah right then the next week i talk to him about it and he says it wasn't because he doesn't like me its just that he's busy so im like ok well we can just enjoy each others company and not really have the stress of an actual relationship and we were both cool with it so we go on in the week and its going good then on thursdat we hang out and were chilling and he asks to kiss me and im like yea sure we have this romantic moment or whatever im super excited cause i like this boy then i get home and we talk about how were gonna call later then 20 minutes before we call he tells me he doesn't have feelings for me. like it isn't just me this is confusing right? how do i know how he feels actually?
