There's no timeline for real feelings of love and it can vary greatly depending on the person and relationship (not to mention their past etc). It can also be gradual and "sneak up" on you over time (don't even realize how strong the feels are sometimes). But your choice of words is interesting and I think you should look at how you really feel. "Fond" almost sounds like a good friendship (which is a good thing to have, but do you see "forever"?). You say you think you could in time, what makes you think this? Just give it time and also really look at everything and all aspects of the relationship (also look at what you don't like, and how much of an issue it might be or become for you). His feelings are hurt right now (as yours might be if reversed), especially if his feeling have developed faster than yours, but hopefully he'll realize that everyone is different, and there's no time table for love.
