Asking for a friend - If a girl best friend wants her guy best friend to get a girlfriend, what does that means?

Let's name these two people James and Rebecca. My brother, James, and Rebecca have known each other since they were kids. They are very close like I would see them cuddling and casually holding hands. I think over the years James realized that he fell in love with her. James came to me because he said that he found it weird that Rebecca considers him his favorite person in the world even though she has a whole boyfriend. I told him that doesn't mean anything since she knew James longer so obviously James would mean more to her. Best friends over lovers.

Rebecca however, is obsessed with getting James a girlfriend. Like I notice she has been bringing up the topic a lot lately of how she hopes he find someone. She also keeps emphasizing how James and her are best friends. They have a marriage pact in case they don't find anyone but she said it will be completely platonic. I felt sorry for my brother because I never seen someone so deep in friendzone but when I told our cousin, it became a whole debate. She thinks Rebecca is in love with him too but denies it very much because she has a boyfriend and because she doesn't want to lose her strong friendship with James in case it doesn't work out.

If a girl best friend wants her guy best friend to get a girlfriend, what does that means? Does it means she is well aware of his feelings and want him to find someone else because she only see him as a platonic friend or does it means she is denying her feelings by emphasizing, overcompensating, and getting involved in his love life?
