Is it cheating if your boyfriends lets someone else kiss him on his neck?

My boyfriend, my good friend and I were chilling at a skate park, we were all cuddling which I was fine with, but as I was laying in his lap, my friend starts licking his neck, at that point I was uncomfortable and they decided to stop. Now, at another point, I was still laying in my boyfriend lap, and my friend who I’ve only known for a few months gets on top of my waist, my boyfriend is holding me, and my waist is being pinned down by my friend, I’m a small girl so O can’t move, my friend presses his face against mine, which presses agains my bf’s. It was really uncomfortable, and I don't know what to do.

And I did ask them why they were doing that, they said it was a femboy/furry thing. I told them it was still cheating, he said no, even though I could feel that my boyfriend was turned on by said licking

So a bit of an update, some of you have asked if my friend was male or female, he is in fact male, my boyfriend is pansexual, and my friend is Bi, but one other thing, my Bf’s past three relationships have only used him for his body, not his mind, so he’s still kind of stuck in that cycle where he’s afraid no one will like him if he is not sexual, he’s been going to therapy for this, but it won’t really fix his mind either.
