There are a lot of details that would matter but I am going to assume it’s a female friend and in that case I’d either ignore them or do something playful depending what else I am doing and what else is going on, I might tickle them, I might pull them into my lap or I might ignore them.

For a guy friend (non romantic) to do that would require some trust, w a high trust level I’d react the same as if a girl did it, with less trust I would take it as a flirty gesture and either ignore it, or get up and move around the room to avoid them. JMO!
