What does it mean when a girl says I love you?

Alright, so this girl and I both had a crush on each other but nothing came out of it because we were both moving away at the same time. I was really sad about it so I sent her a long text and told her I loved her. She never responded back and left without saying goodbye. A few months later she contacted me on Skype and we started to slowly talk again, but never once did she bring up what had happened, until yesterday when she sent me a text saying she was scared to respond to my text and that she really loves me.

It took me by surprise because she's not the type of girl to express her feelings and when she said that I knew she meant it.
