Philistines were AT WAR see "1Samuel 4:2 The Philistines deployed their forces to meet Israel, and as the battle spread, Israel was defeated by the Philistines, who killed about four thousand of them on the battlefield" so killing 200 men in battle was necessary.

The way to prove to saul, that he killed 200 would be to bring 200 heads, but that is a big wagon load. So thumbs, but how would they know it was not from jewish corpse victim... so needed foreskin to prove it was philistine.

Also saul hoped david would DIE in battle see "1Sa 18:25 Saul replied, “Say to David, ‘The king wants no other price for the bride than a hundred Philistine foreskins, to take revenge on his enemies.’ ” Saul’s plan was to have David fall by the hands of the Philistines" end quote, but david killed double.
