Being a decent human being is very simple actually, but the main key is you have to be open to the ideas to become one.

A good person is not a selfless person. A good person is not a selfish person. A good person is not a saint. A good person is someone who thinks about their own needs and comfort as much as they think about other's. A good person is not someone who helps you with money.

There is no price on being a decent human being. I read the article of the man above, he gave his shoes to this homeless child that way he wouldn't have to walk on his barefeet, gaining blisters and cuts. Most people will think "Oh someone else will deal with that." or "That's their parents fault for having a child when they cannot afford it."
Those thoughts vary between seeing something and not doing anything, to being kind of fucked up.

I believe it is actually quite simple to be a decent human, just as I stated before, with the only road block being you have to be open minded to it.
-Accept/Be respectful [even if you cannot understand] of other peoples choices, religion etc.
-Be selfless
-Put your happiness equal to those you love's happiness
-Open yourself to learning new things
-Learn Patience
-Don't talk shit
-Appreciate the small things
-Appreciate the large things
-Accept people for who they are while supporting their development and improvement [and if you can't, do not deal with them]
-Be civilized
-Do not purposefully do harm unless in self defense

That sounds like a lot, but honestly it really isn't.
It doesn't matter someones religious beliefs, nor their sexuality or race or gender or wealth. Respect others, even if you cannot understand why they believe something, respect others even if they're gay and you're against gay marriage. Respect someone if they're fat, or short, or a Muslim, or a tranny.
The only time it's okay to not respect someone?
If they hurt or use you intentionally, if they're a rapist, a pedophile or a murderer/criminal. And as redeye pointed out, there are even exceptions for those who are criminals.
Besides that, be a good human being.
Stop complaining about how there's no decent people left and become one.
