Here is a place to start:

01 Term Limits House and Senate – two terms and out. Current members with two terms are ineligible to run again.

02 The Seventeenth Amendment, specifying popular election of Senators is overturned. Article I, Section 3, Clause 1: (The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof, for six Years; and each Senator shall have one Vote.) is restored, limited by the two terms above.

03 A completed, balanced budget for every fiscal year. No add-ons later, except in time of declared war. Deficit spending is prohibited and the national debt will be reduced to zero dollars within 10 years.

04 Bills before Congress must have a single purpose or action. No unrelated measures can be added.

05 Every bill considered for law must be accompanied by an addendum in clear, sixth-grade English that explains its purpose and intent.

06 The finished version of each bill will be made available to members of Congress at least four days prior to a scheduled vote. Bills over 1,000 pages are an exception and will be available for seven days prior to a vote. Every Representative and Senator must certify he has read the bill or received an accurate summary of it.

07 Each bill, and the law that results from it, will be referred to by the House or Senate bill number and not by a name that utilizes an acronymic definition.

08 Unelected bureaucrats cannot make rules/restrictions/mandates/etc. that impact the liberties, economics or the health of the public. Congress must make any such edicts and they are called 'laws.'

09 Current unelected bureaucrats who have crafted restrictive dictates are classified as politicians and are term-limited to the end of the current year. For example. EPA bureaucrats.

10 The federal voting system known as the Electoral College cannot be replaced or weakened.

11 Presidential Executive Orders may not make or replace laws or obligate funds. That is only the function of Congress.

12 Congress will meet in Washington only in the first and third quarters of the year. Their length of their work days will be determined by work load.

13 Election advertising cannot start until 90 days before an election and must end two days prior to election day.

14 Grants may only be issued to companies whose grant-funded end product fills a government need. Development of entities intended to be marketable by private industry are prohibited from federal grants. Examples: Electric vehicles, wind turbines and solar panels.

15 All Earmarks are banned from all legislative bills.

16 Any current federal office holder or job holder running for an elected office must resign from their current position before undertaking any campaign effort.

17 The Commerce Clause of the Constitution, (Article 1, Section 8, Clause 3 ) shall be rectified to conform to the original intent of the founders and the federalist tenets of the Constitution, subject to adjudication by the Supreme Court.

18 Ranked Choice Voting for all federal positions is permanently prohibited. Run-offs shall be scheduled where necessary.

19 Before any member of Congress may vote on banning any item generally available to citizens to purchase or in widespread use, that member must permanently disconnect and disable or dispose of any example of it and certify having done to his or her voters.

20 Prior to taking office, every electee to Congress, and every unelected bureaucrat capable of composing regulations per the foregoing must pass the same test that applicants for U.S. citizenship eligibility must pass.

21 All elected officials and appointed bureaucrats shall be subject to the same Health Care Insurance as are Citizens.

22 Presidents and vice presidents are subject to annual psychological and physical evaluation in order to remain in office or be subject to mandatory removal via the
25th Amendment.
