No. The face determines ugliness. In my opinion, if someone has a good looking face then they can get away with having some weight on them. Someone with an ugly face doesn't look good even if they have a nice body. However, if they do have an ugly face, they'd better have a nice body anyway, even if it doesn't help.
A beautiful face always win. Someone who is attractive in the face could walk out the door with messy hair, no shower for days, raggy clothes and fat and they'd still get laid before some fugly person.
If you get over 300 pounds then there isn't really anything that can save you.. Your face can still be beautiful, but I wouldn't consider your overall appearance attractive.
It really does depend though, some people look bad if they gain only 15 pounds, where others can gain 30 whitout it looking bad. It's not really fair, but that's life.

It depends on how they carry it. And of course how their face is.
If they're all belly and shit and they look like they can't even see their own genitals, then that's unattractive.
