Maybe they already have a girlfriend and see the flirting as something harmless and don't want the girlfriend to see what they've been doing.
Or they see you as desperate or clingy and want to avoid it a bit.
It could be that they don't use Facebook that much.
It could be that they have a strict rules of who they add and accept.
These are the most likely reasons but there could be infinite other ones.
I'm not the biggest expert on social networking etiquette, however I always ask, or try to at least, before I add someone on Facebook, MySpace, GirlsAskGuys, or any site or IM client. It's not always possible to do that, but to me, it just seems to be the polite thing to do.
Not everyone abides by this policy, but perhaps some do. :)

Maybe they don't want to seem like a stalker or something. I mean I wouldn't really know what to think if I meet a girl for the first time and a couple hours later I come home and find out she wants to add me on facebook. Not that I wouldn't accept the friend request lol.
maybe they think you won't accept their fb request,you can just add them instead of waiting for them to add you
