If these are scammers, surely they would have received complaints of scammers exploiting victims with claims of visas for their country.

Sounds like a scam. Usually if there is money that needs to be paid to an immigration lawyer or consultant, the company that wants to hire you should be the one to pay it. Don't send them any money. These firms typically hire you as a contractor for a low wage and then try to place you with a company who will pay them a much hire wage. And as soon as the contract is over, you'll have to go back to India. Don't do business with them.
