What do you think of Germany (and Japan) "re-arming"?

I've heard a lot of talks recently about Germany and Japan re-arming because they were "disarmed" after WW2.

in my opinion, this is kind of redundant because when I look at rankings of the top 10 strongest militaries in the world, both nations are included. Usually, the 10 strongest military forces revolve around these nations

-USA
-Russia
-China
-India
-Brazil
-UK
-France
-Japan
-Germany
-Turkey

But in my opinion, Europe should be more focused on building a collective security structure and most nations should decrease their military Budget (as should the USA). Now you may ask "how can you talk about reducing military when we have a clear case of Russian aggression! Just look at what's happening in Ukraine!"

Well, I have been paying close attention to it and I think too many people are getting the wrong takeaway. They are indeed attacking Ukraine but everyone thought Ukraine was going to get steamrolled but after 7 weeks of conventional war, Russia hasn't even captured Kharkiv. Based on their performance so far, if they went to war with a tier-3 NATO member like Poland, they would get thrashed and after 7 weeks, the Polish Army would have just taken Minsk. The war should indicate that Europe needs a stronger security architecture but nations don't need extravagant military budgets.
