Generally yes. But it's more that men and women have different prime attractive years 16-30 for women 26-40 for men.
Provided a man looks after himself you know exercises and eats right, doesn't drink or do drugs to excess, doesn't live an overly stressful life, doesn't take heaps of pharmaceutical drugs etc he will age very well. A man in his 30s for instance finds it easier to put on muscle and keep it on.
If you are a woman if you eat right and exercise, don't get too much sun, not too much stress, don't drink or smoke, avoid all the cosmetic procedures like botox and fillers in your youth you should age pretty well, maybe not as hot as you were in your teens and twenties but well enough. You should try to stay thin in your teens and twenties because when you get into your thirties you will naturally start to put on weight and this can look good and natural, women I've seen that make sure they stay the same size they were in their teens and twenties tend to have a lot of wrinkles in their fave probably from not eating right. Pregnancy and pregnancies take their toll as do child rearing and other stress. If you ever look back at old pictures of women and men some of them in their 20s look like they are 40 or 50 due to hard lives they were leading.

Traditionally, yes. Our value systems have to shift tremendously before this will change meaningfully. Traditionally, a woman’s value is in her appearance and her fitness to bear and raise children. Both of these peak at younger ages. A man’s value is in his willingness and ability to provide, protect and support. This takes time to develop. So women aged out of their value, and men aged into theirs.
Priorities have shifted superficially, but not meaningfully. I kind of doubt that they’ll ever actually change that much.

A lot of this is projection, to be honest. There are men who start losing their hair at 22 and look middle-aged by 25. There are far more women in their 30s who get mistaken for high school kids (not fun!) because women have more neotenous features and if they have very healthy youthful skin as well it's hard to accurately tell what age they are.
Men's skin is also heavier so while women can get the smaller fine lines sooner, such as the crinkles at the sides of the eyes from smiling, men are prone to deep wrinkles sooner as well as facial sagging, due to the extra weight and thickness of their skin. If you look at a man like Gordon Ramsey for example he has had deep forehead wrinkles since his 20s because his higher testosterone gave him thicker skin. Thicker skin = deeper folds.
The real issue here is ALCOHOL. It will age you like nothing else but it's seen as no big deal while people are terrified of eating a cannabis brownie! It's ridiculous, this is why men like Leonardo DiCaprio and Johnny Depp look so incredibly bad. If you abuse your body, especially with alcohol and cigarettes, you will look like shit and it will happen suddenly. It doesn't really matter how much preventative botox you do or how many laser treatments you get, heavy partiers and alcoholics always look at least a decade older than they are.
Nowadays women are also a lot more likely to use preventative measures rather than letting issues progress and then trying to fix what is already a problem. After working at a dermatology office I have seen firsthand the effects of lifelong daily use of retinol and SPF, on both genders and all races.
The people who caught onto this routine decades ago look insanely different from the rest of their peers who didn't. A lot of the older people started using retinol as young people to control acne and then were told that retinol increases photosensitivity so they added spf to their routine and just never thought to stop, they look 10-20 years younger. Whether they had early minimal botox or not. I think it should be as normalized as brushing your teeth every day!

Biologically everyone ages at the same rate. Muscle growth peaks at 25, for everyone. Collagen production peaks at 25 and then slowly decreases, for everyone. Fertility declines after 35, for everyone! (just because men technically can reproduce in old age doesn't mean they should, every year after 35 a higher percentage of sperm are mutated and sperm count falls.)
Also, 30-year-old women get dogged on but in strictly biological/reproductive standards, they are at the peak. Women go through a sort of second puberty around age 25 and this is completed by age 30, this means that they are at the most biologically optimal age to safely carry a pregnancy and endure birth. The changes include differences in fat distribution if they tended to gain weight in their middle before it will shift down to their bum and hips, their pelvis can get a bit wider, and breasts can get a bit larger, these all obviously signal fertility. But mainly, women in their teens and early 20s are not really as physically developed as we once thought they were, so their bodies tend to take more damage from pregnancy and birth, especially teenagers, which can impact them for life. So teenage pregnancy is an even bigger issue than people treat it as! It can shave years off of women's lives and it needs to be talked about more. I find that a lot of the time incel types will say that 15-22 is the ideal age range for women to be married and start families but as they themselves say "facts don't care about your feelings" and human biology doesn't conform to their desire to have the youngest partner possible so that she will be easier to control. I got into a bit of a science rant there but I find it really interesting and concerning that this isn't spoken about enough. If the focus of aging is only on looks lifestyle matters infinitely more than gender, the bottom line is that men are allowed to age, and women are punished far more harshly for it, even though we are not the ones who lose our hair!!
For younger men, yes, it does. When I was a kid, Kim Kardashian and Megan fox were a big deal, and the "no guy wanted ugly girls." was being pushed threw social media even though many guys didn't want all that plastic surgery on a girl or care for it.
I see that many younger guys incels believe in this looksmaxing thing and all these beauty standards for men now. For me, I can get women, and I am ugly as hell, but I am confident and have a strong personality. A lot of the younger guys are more sensitive and they think they have to look like Christian Grey to get a girlfriend.
It's a newer thing for men, but that whole Kim Kardashian, you need to look like a model, is starting to come over to men if that makes sense.

But nothing can beat a hot 20 year old in pure biological terms. That's just a natural thing, in the same way that women tend to find stable provider males more attractive. But there's more to life than pure biology.
It is probably easier for the average man to age better than the average woman because men do not go through the huge hormonal changes of child birth and menopause. That doesn't mean that the men actually do so in practice, just that it is generally easier for men.
