if a car payment is between 4 to 800 a month. wouldn't it make sence to keep a car that is fully paid off for as long as possable..

soldiers turn into mercenaries for hire, or illegally... even under the ranks

this is in no way a solution but enabling a vicious cycle, and it just giving them more toxic ground to infest their already bad ways

The Russians currently do that. In the US through various wars from ww2 to Vietnam criminals were offered avoiding prison or early release to serve but not in penal units.

No. Though soldiers are paid killers, the reverse creates more problems than solutions.

A lot of gang members and cartel goons are former soldiers though.
